TREASURY MANAGEMENT SYSTEM TRE23100-TMS

I. Overview
By this request for proposals (the “RFP”), the Office of the State Treasurer (“OST”) is seeking a SaaS cloud-based treasury management system (“TMS”) to improve daily operations for OST’s cash and debt-related treasury functions. The objective of this RFP is to establish a simplified and automated online interface for cash and debt management, which will improve daily operations by increasing operational efficiency and minimizing manual data entry.

The TMS will address the following treasury management functions:

  • Cash management
    • Cash position
    • Electronic funds transfers
  • Liquidity management
    • Cash flow forecasting
  • Bank connectivity for automatic file and data retrieval integration management
  • Debt management
  • Investment management
  • Collateral management

The selected Vendor will work with OST business and IT staff during all project phases, including planning, business process review and refactoring, user acceptance testing, production migration, and provide on-going support. Additionally, the vendor will collaborate with OST, to determine the appropriate resource-allocation level required from both parties to complete the project within OST’s targeted time frame and provide experienced personnel who will work collectively as a team to make the project a success.

The RFP is issued pursuant to 29 Del. C. §§ 6981, 6982 and 6986.

VENDOR’S ELIGIBILITY: A prospective vendor (“Vendor”) must show how its product(s) and services meet the minimum qualifications outlined. Responses that do not meet the below eligibility requirements will be rejected as non-responsive:

  1. The proposed solution (including third-party solutions) must meet applicable security standards set forth by the Department of Technology and Information (“DTI”) in Exhibit 4 and 5.
  2. Vendor must have been in the TMS solutions business for at least five (5) years providing at least one of the following products or associated implementation services: (a) cash management (cash position), (b) investments, and (c) debt management.
  3. The proposed solution must represent a comprehensive TMS which may include integrated third-party solutions.
  4. Vendor must have three (3) references of successful implementations, completed within the last five (5) years of the equivalent treasury management solution being proposed. One of the three (3) references should be a governmental reference. Ideally, one of the three (3) references should be a state governmental entity of a similar or larger size to the State of Delaware population. An equivalent solution is either the same version of the application or one major version earlier.
  5. Vendor must provide business continuity, disaster recovery, and contingency plans.

There will be no pre-bid meeting associated with this RFP.
