About the Office of the State Treasurer

Mission Statement:

The mission of the Office of the State Treasurer is to provide the State of Delaware with superior transaction, cash and plan management services while ensuring sound fiscal stewardship over the States’ financial assets, systems and processes.

CPM oversees the design, implementation and administration of the State’s deferred compensation plans, college investment plan and Achieving a Better Life Experience (ABLE) plan.

Overarching Goals:

  • Ensure the safekeeping of, and legal compliance in managing, participant funds in the plans
  • Minimize overall costs of the plans while providing service levels that meet the range of participants’ needs
  • Maximize participation in the plans.

DCM is responsible for the oversight and administration of the State’s investment portfolio, banking services and debt management.

Overarching Goals:

  • Preserve the value of State funds on deposit while maximizing investment income
  • Ensure adequate liquidity of funds and banking services to meet the State’s operating needs
  • Effect sound management of the State’s debt service and promote responsible borrowing practices

POM is responsible for formulating the strategic initiatives of and providing the requisite resources for OST to execute its core functions.

Overarching Goals:

  • Ensure that OST’s operating Divisions have sufficient human and physical resources
  • Provide analytical support to the committees and boards on which the State Treasurer serves
  • Promote fiscal accountability, financial certainty and operational transparency in all areas.

RTM is responsible for the prompt processing, recording and reconciliation of all state receipts and disbursements.

Overarching Goals:

  • Process accurate and timely payments and collections on behalf of state agencies
  • Anticipate and provide for the transactional needs of the State
  • Provide a seamless transactional experience to state personnel, vendors and other payees/payors
